I'm sure many of you need no reminding, but the 2018 General Election will be held Tuesday, November 6. Be sure to study up and be prepared before heading to the polls.

A quick reminder for those of you living in Oneida County. There will be a non-binding referendum question about mining that will be on your ballot.

The question will read:
After performing their due diligence, should Oneida County allow leasing of County owned lands in the Town of Lynne for the purpose of metallic mineral exploration, prospecting, bulk sampling and mining?
BadgerCare Reform

This week the Centers for Medicare and Medicaid Services (CMS) approved the BadgerCare Reform demonstration waiver for Wisconsin. Under the exemption Wisconsin is allowed to provide the BadgerCare Plus standard benefit plan to adults without dependent children, ages 19-64. The waiver allows the following for non-mandatory populations:
  • Implementing premiums on childless adults with incomes from 50 percent up to and including 100 percent of the FPL as a condition of eligibility.
  • Allowing termination and a period of non-eligibility as a childless adult for up to six months for childless adults who do not pay the required premium, with on-ramps to reactivate coverage during the non-eligibility period.
  • Allowing the state to vary premiums for childless adults based on the responses on a health risk assessment (HRA) and avoiding health risk behaviors.
  • Charging childless adults an $8 co-payment for non-emergency use of the emergency department (ED), consistent with 42 CFR § 447.54(b).
  • Requiring full completion of an HRA as a condition of eligibility, as a part of the application for childless adults, in order to identify healthy behaviors.
The BadgerCare Plus program was scheduled to expire on December 31, 2018, but this new approval extends the deadline to December 31, 2023. The waiver allows a substance abuse disorder (SUD) program to be made available to all Wisconsin Medicaid beneficiaries. CMS did not approve the drug testing portion which Wisconsin sought to institute.
 
Outstanding Contribution to Rural Health
 
The Wisconsin Office of Rural Health (WORH) has selected Ascension Good Samaritan Hospital as the 2018 recipient of the Outstanding Contribution to Rural Health Award in recognition of the facility's innovative approach in helping those in their rural community. The award recognizes the hospital’s efforts in addressing health priorities in their community, and igniting coalitions on oral health, nutrition, mental health, and substance abuse.
 
Two of Ascension Good Samaritan’s programs and the effort to provide a convenient home for seven community resource agencies were specifically highlighted in the nomination submitted by the Lincoln County Health Department for Ascension's contribution to rural health. First, the Merrill Community Paramedic Program is a partnership with the City of Merrill Fire Department in which local paramedics provide free follow-up visits for recently-discharged patients who suffer from medical conditions. Second, the Tooth Fairy Fund financially assists those who present with tooth pain at the emergency department to receive treatment at a local federally qualified dental clinic nearby.
 
In addition, after seven community non-profit agencies tried to fundraise to do major repairs on an old building in downtown Merrill, Ascension Good Samaritan led an effort to utilize unused space on the hospital campus to create the Menard Resource Center. The space is now home to the Merrill Community Food Pantry, St Vincent de Paul, Community Action Program, United Way of Merrill, Comunidad Hispania, Community Blood Center of Wisconsin and Bridge Community Dental Center. Each of these agencies resides in the Menard Center on an in-kind basis providing a financial savings for increased outreach benefits to the community. 
 
An award ceremony attended by Ascension clinicians, associates and volunteers along with community partners and area elected officials was held on Thursday, November 1, in advance of this year’s Rural Health Day which falls on November 15.

Dvorak Dock Workers Save Life

Dvorak’s Docks (Elcho) employees are heroes this week!  Ricky Powell, Walter Vieira and Tim Hugunin were installing a new dock on Black Oak Lake in Upham Township (Langlade County) and noticed a De Pere man struggling in the water near a capsized boat.  The quick-thinking Good Samaritans commandeered a nearby paddleboat and rescued this visitor from drowning.  Thank you Ricky, Walter and Tim for your swift and selfless judgement call in preventing what could have been a tragedy.
 
In light of these three heroes’ actions, we should remind our friends, neighbors and visitors enjoying Northwoods’ fishing and boating to wear a life jacket, especially if you are out on or near the water alone.
