Wisconsin's 12th Senate District contains communities in Florence, Forest, Langlade, Lincoln, Marathon, Marinette, Menominee, Oconto, Oneida, Shawano, and Vilas Counties.

DOA Revenue Estimates

Last week, the Department of Administration released state agency budget requests and revenue estimates. The report estimates that the state will take in over $2 billion in new revenue over the next three years. This is the best revenue estimates since 2003!

I believe this report helps highlight our state's steady economic growth and reinforces the importance of fiscal responsibility. The policies we have been able to put in place under Governor Walker have helped fuel job growth, allowed us to cut taxes by $8 billion, and keep our state on firm financial footing. This firm financial footing will allow us to continue to invest in our priorities.

Also included in the report were state agency budget requests. These budget requests are used as a reference point for the Governor to craft the biennial budget bill - agencies generally do not get everything they ask for. The Governor will submit his budget early in 2019, and then the legislature will make modifications before sending it back to him.

Rhinelander FACT

This week, I met with students involved with Rhinelander FACT. Rhinelander FACT is working to help stop smoking and vaping. Thank you for the presentation James Williams Middle School students and health teachers Ms. Cirilli and Ms. Kapusta. I enjoyed hearing students share their stories why they belong to FACT and how they are trying to help.

I also met with Rhinelander City administrator Daniel Guild. We had a great discussion about infrastructure, tourism, and other issues facing Rhinelander. Best wishes, Daniel! Sorry for the blurry photo.

Capitol Christmas Tree
The Wisconsin State Capitol Christmas tree has been set up and decorated this week. The official lighting ceremony will take place next Tuesday at noon. The tree was harvested in Plainfield and arrived that the capitol last week. Students from across Wisconsin sent in ornaments to help decorate the tree. The theme this year is "America's Dairyland."

New Catfish Rules

Emergency rules establishing bag limits, season dates, and other regulations for harvesting catfish with a bow, crossbow or by hand are now in place while Department of Natural Resources staff complete a companion permanent rule. These rules are a result of a piece of legislation I authored to allow for 'noodling' - taking catfish by hand. 

The rules were signed by Gov. Scott Walker earlier this week following approval in November by the Natural Resources Board, the policymaking board for the Department of Natural Resources. The rules allow the opportunity for noodling while attempting to protect catfish during spawning season. The rules do not affect hook and line catfishing.

The regulations include:
  • no size limit and a daily bag limit of 1 for flathead catfish and 5 for channel catfish harvested with a bow and arrow, crossbow or by hand;
  • a season for taking catfish by hand that runs from June 1 - August 31, and a bowfishing season that runs concurrent with the rough fish bowfishing (spearing) season;
  • equipment restrictions for taking catfish by hand. Ropes, hooks, gaffs, artificial nest or spawning boxes, or breathing devices such as snorkeling or scuba gear may not be used;
  • a prohibition on commercial harvest of catfish with bow, crossbow or by hand; and
  • the rule also provides that on waters with special size limits or season closures, anglers harvesting catfish by bow, crossbow or by hand will follow those special regulations in addition to the established daily bag limits for bow, crossbow and hand fishing seasons.
DNR staff will conduct monitoring efforts for catfishing to understand impacts on catfish populations and will also develop a voluntary creel system to shed light on bow, crossbow and hand harvest of catfish.
