Capitol Pipeline will be in your inbox every Tuesday with links to the bills being tracked by TRWA, updates on the progress of key pieces of legislation, and calls to action on legislation that directly impacts rural water systems across Texas.
Senate Committee Assignments and Changes: On January 18, Lieutenant Governor Dan Patrick released Senate Committee Assignments for the 86th Legislative Session.  Notable to TRWA members are several changes to Senate Committee on Water & Rural Affairs.  Sen. Charles Perry (R-Lubbock), who chaired the combined Agriculture, Water, and Rural Affairs Committee last session, will remain chair of the new committee, which will no longer oversee agriculture legislation.  Senators Brandon Creighton (R-Conroe), Lois Kolkhorst (R-Brenham), and Jose Rodriguez (D-El Paso) will remain with Senator Perry on the new committee, which will also be joined by three new members: Senators Carol Alvarado (D-Houston), Nathan Johnson (D-Dallas), and Larry Taylor (R-Friendswood).  Senators Bob Hall (R-Rockwall) and Chuy Hinojosa (D-McAllen), who served on the committee in 2017, will not be returning to the committee in 2019.
Lieutenant Governor Patrick potentially signaled upcoming changes to the committee assignments he announced just four days ago when he removed Sen. Kel Seliger (R-Amarillo) as chair of the Senate Committee on Agriculture.  With only five members, the committee is one of the Senate’s smallest, and the Lieutenant Governor is unlikely to elevate its vice chair, Democrat Jose Rodriguez to the chairmanship.  The removal of Sen. Seliger from the head of this committee could potentially have an impact on other committees, including the Water & Natural Resources Committee, as the Lieutenant Governor shuffles assignments in the coming days.

Water for All Texans: Keeping Water Affordable and Accessible for All Texans
To support our efforts at the Capitol, we are launching the Water for All Texans campaign to educate the public about the two main issues we are tackling this legislative session. As part of this campaign, we are building a website and a variety of digital resources to break down our issues for those who are unfamiliar with our industry. Be on the lookout for the campaign launch on Tuesday, January 29.
