September 2021 WHNA General Meeting 
 
Join your neighbors on Monday, September 13th, 6:30pm via Zoom for the Weigent Hogan Neighborhood Association General Meeting.

Peggy Derrick, Director of the La Crosse County Historical Society, will discuss the exciting new ventures and opportunities to volunteer to help tell the stories of the La Crosse Area.

Silent City, The Hixon House, the La Crosse Area Heritage Center, Cruise Ships and the History Trolley...LCHS has a lot going on...

We will also be discussing your concerns about streets safety in our neighborhood with one of our Councilwomen, Mackenzie Mindel.  Councilwoman Mindel has been talking with City staff about street safety concerns in our neighborhood.  Speed, lack of crosswalks and some intersections not having curb ramps have all been shared with her.  Come and share your thoughts about the safety of our streets with Councilwoman Mindel!

Don't miss this jammed packed meeting.  This is your opportunity to learn and to be engaged with your neighbors.

VOTING ON BYLAW CHANGES
 
By-Law Changes pass
 
Thank you to all who took the time to vote on the proposed bylaw changes.   The proposed changes passed.  What does that mean?
 
  • Attendance at 1 virtual or in person meeting makes one a voting member.
  • Board elections have changed.  Rather than have members elect Officers and 3 Members at Large, members will elect a 7-person Board who then will assign roles to its members.  The Secretary and Treasurer’s duties have been combined and a Communications Officer role has been added to improve communication with members and residents living within association boundaries.
  • Committees will be ad-hoc and focused on specific tasks.  Standing Committees remain if there are residents interested in participating in them.
  • Voting can be done electronically if members can’t meet in person.

Weigent Park Shelter Update
 
This spring the bids were let for a new Weigent Park Shelter.  The City had $400,000 set aside for a new shelter and the bids all came in over $600,000.  Councilwoman Mindel and the WHNA Board asked the City to add $200,000 to the 2022 CIP (Community Improvement Program) budget to assure we have sufficient funds to build the shelter.  The funds were added to the 2022 CIP request and the Council will be voting on the CIP budget on Thursday September 9th.  Keep your fingers crossed!
             
The 2021 Hogan Victory Garden is winding down!   Watch for announcements of further harvests on  FaceBook and NextDoor. On Saturday September 25th at 10:00 AM we will be doing a major garden cleanup!  If you are ready and willing to get your hands dirty for and hour or so, please come and help to put the 2021 garden "to bed" and to prepare for the 2022 gardening season.  Many hands make light work!  For any other questions contact Linda Lee at llee9279@gmail.com or Sue Bulk at suebee4147@gmail.com.  We will need help planting, weeding, and harvesting. This was our second year and judging from the comments of our neighbors, the garden was a success.

Tell Us Your Thoughts!
Every year the City of La Crosse designates CIP (Community Improvement Program) funds for various improvements throughout the city. These funds are designated for projects that improve the City's infrastructure, safety, beautification, etc. CIP funds are being used to replace the Weigent Park shelter and have been designated in the past to help neighborhood associations realize infrastructure improvements within their boundaries (think the new play structure in Weigent Park, boulevard trees and the rapid flashing beacon on Cass and 21st St).
The WHNA Board is interested in learning what other improvements you would like to see within the WHNA boundaries. Don't hold back, let us know your top five concerns or desires for Weigent-Hogan by completing the survey on our web site. General Meeting Address and Time

WHNA meetings are held the second Monday of the month from 6:30 pm to 8 pm at the Unitarian Universalist Fellowship Building (401 West Ave.)

Please use all or our forums to keep in touch with WHNA.  WHNALAX.org has city and neighborhood information and links as well as meeting minutes to keep you abreast.  Weigent-Hogan Neighborhood Association Facebook page will have up-to-date announcements.  Weigent Hogan is also accesible through NextDoor.com.  Announcements are usually copied there in addition to citywide topics.
 

Committee Reports

 
Treasurer's Report:  $320.71

Environment:  (Chair: Bob Fisher)  The pollinator garden on the corner of 19th and Mississippi Sts. has been enlarged and is ready for next seasons butterflies and bees.  Kudos to the Environment committee and all the volunteers! A fence and commemorative stone have been placed at the garden.

Infrastructure:  (Chair: Linda Lee) The committee will be working with Jim Flottmeyer (P&R) and HSR on design for the new Weigent Park shelter.

Membership:  (Chair: Kathy Sims) Kathy and her committee studied several cities of similar size to our and concluded that a "signature event" would be good for possibly drawing more neighbors into WHNA. They had several ideas that will be discussed at our upcoming general meetings.

Executive Board Meeting will be July 19th

Any WHNA member may listen to the Executive Board meetings.  They are held the third Monday of the month from 6:00-7:45 PM virtually via Go to Meeting.  To listen to the meeting contact Linda Lee at llee9279@gmail.com to get the meeting link.  The agenda for the Executive Board is published after the monthly General Meeting at http://whnalax.org
