Additional Government Shutdown Updates January 9, 2019

The Food Bank has been closely monitoring the partial government shutdown and its impact on our work, the work of our member agencies, and the neighbors we serve.

Last week we sent an Advocacy Alert outlining some of the areas impacted by the shutdown. The situation is constantly evolving, so below you will find information and resources updated January 9, 2019.

NEW: SNAP is funded through February, CACFP is funded through March. Full details below.

Increased Need:
  • 800,000 government federal employees have been impacted by the shutdown, as well as countless contractors and other individuals and families that are being impacted by the ripple effect of the shutdown, which may result in the need for charitable food assistance.
  • Many of these federal employees and contractors may have never had to ask for assistance before. It is important that as a network we let them know we are here for them. Connect with your community and let your neighbors know we are still open and here to help anyone in need.
SNAP and Child Nutrition Programs:
Last night, the Secretary of Agriculture released a statement outlining the government’s plans for SNAP in February. His entire statement can be found here.
  • The USDA is ensuring SNAP will be fully funded through the month of February by utilizing the last Continuing Resolution.
    • The Continuing Resolution that expired December 21, 2018 provided an appropriation for programs like SNAP and Child Nutrition to incur obligations for program operations during the 30 day-period following the expiration of the Act. In order for this to work, states have been notified that they must request an early issuance of benefits by no later than January 20th. By doing this, SNAP benefits for February will be loaded on individuals’ EBT cards January 20th.
  • School Meals and CACFP will be funded through the end of March.
  • WIC will be funded through the end of February
Federal Commodities (TEFAP & CSFP):
  • Any orders placed prior to the shutdown (December 21, 2018) have been processed and will still be delivered through the end of March.
  • Due to the furlough of USDA employees, no new orders will be processed during the shutdown.
    • The USDA can still purchase bonus and trade mitigation food, so food banks may still be receiving that throughout the shutdown.
  • Food banks are not and will not receive any federal funds for storage or administrative costs regarding TEFAP items after December 21st and throughout the entire shutdown.

As the partial government shutdown continues, Northern Illinois Food Bank would like to reassure our neighbors that we will continue to provide fresh, nutritious food to those in need through our network of member agencies. While the Food Bank administers a number of federal nutrition programs and relies on some government funding, we are confident we can continue serving all our neighbors – including those directly impacted by the shutdown – due to the support from our community. If anyone is facing hunger during this time and is unsure where to get help, please visit and click the “Get Groceries” tab to find the nearest food pantry locations.
