This month, Government-Watch (G-Watch), ARC’s partner organization in the Philippines, convened its 2018 National Meeting and Learning Exchange to advance its strategies for monitoring large-scale government programs. ARC published La escala: Su importancia y uso en iniciativas de transparencia y rendición de cuentas, a Spanish version of the December 2016 Scaling Accountability Through Vertically Integrated Civil Society Policy Monitoring and Advocacy, published with Making All Voices Count. With ControlaTuGobierno, ARC co-published a report with the takeaways from a learning exchange held with diverse stakeholders engaged in community-based water management in Mexico and the findings of an independent assessment of the Mexican government’s audit system for wastewater treatment.  

Partner News: Citizen Action for Accountability in the Philippines

Philippine action-research organization Government Watch (G-Watch) convened a National Meeting and Learning Exchange from May 23 – 26, 2018. A total of 42 participants representing 13 G-Watch sites/hubs and partners from all over the Philippines shared annual updates and strategized to advance the monitoring of large-scale government programs on participatory budgeting, conditional cash transfers, land rights and community-driven development. For more on the event and the ongoing G-Watch work in the Philippines, follow @gwatch_ph. G-Watch convenor-director Joy Aceron is also a research fellow and advisor to ARC. 

Abner Francisco of WATCH North Cotabato shares the group’s experience as a volunteer-based citizen watchdog organization that has undertaken successful accountability campaigns to hold abusive powers-that-be in N. Cotabato Mindanao accountable through media engagement and anti-corruption movement-building.
La escala: Su importancia y uso en iniciativas de transparencia y rendición de cuentas

El término “escala” se usa a menudo en los campos de la gobernanza y el desarrollo internacional, pero no siempre se define con claridad. Si bien la noción de “ampliación de escala” suele referirse al crecimiento de la iniciativa o su réplica, el tener como objetivo la construcción de rendición pública de cuentas obliga a recurrir a un enfoque adicional al respecto. Sin embargo, lo que falta para que las iniciativas en materia de rendición de cuentas sean más estratégicas, es “tomar en cuenta la escala” de manera que reconozca el arraigo de las fuerzas anti-rendición de cuentas en múltiples niveles y ámbitos del aparato estatal. Mexico’s First Meeting of Auxiliary Watershed Organizations

In September 2017, ControlaTuGobierno convened the first meeting of auxiliary watershed organizations in Mexico. The meeting enriched debates on water management and the provision of public water and sanitation services in three key areas: 1) timely public disclosure of information and promotion of participation of marginalized communities in water governance, 2) the need for official institutions for public participation to include real possibility of influencing decision-making, and 3) improving performance of government monitoring and oversight institutions.
