ENVIRONMENTAL CLIMATE ACTION

Urgent action needed on climate!  
Indivisible members from across Howard County, please contact Del. Courtney Watson.   She is a member of the House Economic Matters Committee, which heard testimony on the Clean Energy Jobs Act.  Tell Del. Watson you want HB1158 to pass out of committee so that it can be voted on the House floor.  This bill will create 20,000 new, good paying solar energy jobs, and at least 5,000 jobs in the offshore wind industry.  And, in the process, will offset huge amounts of greenhouse gas emissions reducing our global climate change impact.  Fact sheet located here:  https://ccanactionfund.org/media/MCEJA-factsheet-2018-leg-noref-house.pdf

IMMIGRATION
 
Two important bills protecting immigrant rights are being considered in the Judiciary Proceedings Committee in the State Senate.  Please call or e-mail Katie Hester, State Senator for District 9 and ask her to support these bills.  She is getting calls from anti-immigration activists. We need to make our voices heard.

The two bills are:
 

SB817-Correctional Facilities and Police Officers Procedure - Immigration Status.  This is a revised version of the 1918 Trust Act.  The bill:
  • Prevents law enforcement officers from asking the immigration status, country of origin or place of birth when making a routine stop/arrest.  
  • Prevents correctional facilities from detaining a person after their official release date.
 
Senate Bill 144 (SB144): Victims and Witnesses - U Nonimmigrant Status Certification of Victim Helpfulness
The bill requires authorized officials to certify an immigrant who is a victim or witness to a crime and who helps in the prosecution of a crime for a  petition for a U Immigrant Visa. The US Citizenship and Immigration Services will grant a temporary (2 years) visa to foreign nationals who are victims of qualifying criminal activity and their qualifying family members. This bill encourages immigrants to report crimes and thus keep the entire community safer.  The House bill was favorable, but the Senate bill needs help. 
DEFEND DEMOCRACY
Crossover Day, the date by which bills must have a vote to cross over to the other house in the MD General Assembly (MGA), is March 18 (only a week away), so now is a great time to advocate for bills you care about.
The Defend Democracy Team has updated its Bills of Interest list based on actions this week. Please help us advocate for (and sometimes against) important bills that include efforts to:
  • Initiate public funding for MGA and Board of Ed candidates who abide by small donor campaign contribution requirements
  • Register to vote at the polls on Election Day and change party affiliation at the Early Voting site
  • Ensure eligible incarcerated people know about and have a process for voting via absentee ballot and that all voters receive postage paid envelopes to mail their absentee ballots
  • Ensure fair MD voting districts
  • and more.

EDUCATION
Education Action - Support Kirwan

The Kirwan Commission has an ambitious plan to transform Maryland's schools through investments in early childhood education, teacher recruitment/retention, college and career readiness paths, and extra financial resources for students in poverty/with special needs. 

Governor Hogan has the majority of power in the budget process. He has not shown support for allocating money to these critical areas for public schools. Please send this pre-written email to your legislators (feel free to add your own thoughts) in support of the Kirwan Commission recommendations. The hearings are happening now.
