Hill Headlines

Progress on Tax Reform: The House Republican tax reform plan, the Tax Cuts and Jobs Act (H.R. 1), was approved by the House Ways and Means committee on Thursday. The plan seeks to simplify the process of paying taxes and lower taxes for most Americans, although it has been criticized for eliminating many tax breaks that help the middle and working class in favor of disproportionately benefitting the country’s top earners. Republicans expect to pass the bill out of the House by Thanksgiving. On Thursday, the Senate introduced their own version of the plan, which preserves more tax breaks such as those for retirement plan contributions and certain medical expenses.

Legislative Updates

Blocking the Muslim Ban: Rep. Chu (D-CA-27) filed H.R. 4271, which would prevent the Trump Administration from implementing its executive order to restrict citizens of certain countries, most of which are majority-Muslim, from entering the United States. The bill is a companion to S. 1979, filed by Sen. Murphy (D-CT) last month.

02.pngClosing Gun Access Loophole: In the wake of Sunday’s mass shooting in Sutherland Springs, Texas by an individual previously convicted of domestic violence by a military court, Sen. Flake (R-AZ) and Sen. Heinrich (D-NM) introduced S. 2094 to prevent individuals with similar records from legally obtaining a gun. Current law bans people with domestic violence records from buying guns, but records from military courts are not fully included in the federal background check database used for gun purchases.

03.pngStudying Mass Shootings and Domestic Violence: Rep. Quigley (D-IL-5) introduced H.R. 4290, which would require the Attorney General’s office to study possible links between histories of domestic violence and the likelihood of committing mass gun violence.

04.pngThe SAFE Justice Act: Rep. Scott (D-VA-3) introduced H.R. 4261, which includes many reforms to reduce prison populations including supporting evidence-based alternatives to prison for low-level offenders and allowing for early release of prisoners whose old age may deter them committing future crimes.
