TML Official Plan draft

The Township of Muskoka Lakes has just released a first draft of the revised Official Plan, and this will be the subject of a Planning Committee meeting which will be held in Port Carling on Monday, March 29, starting at 9:00 am. With regard to our campaign to stop the Lippa pit/quarry, I am very concerned about this draft Official Plan, in terms of what amounts to a significant dilution of the protection of Waterfront Areas from the threats posed by rock-crushing operations.

In the existing Official Plan (Section E - Rural, 14.2), the policy is clear and unequivocal:
Due to the widespread existence of granite outcrops in the Township and the economic viability of crushing this resource into gravel, new rock crushing operations shall be limited to areas:
   - farther than two kilometres of a boundary of an Urban Centre: and
   - farther than two kilometres from the Waterfront designation

In the first draft of the revised Official Plan (Section K - Aggregate Resource - 3.3.3e), the new policy is much weaker and open to misinterpretation:
“New rock crushing operations shall be discouraged within 2 kilometres from the boundaries of the Waterfront Area designation.”
I think that the word, discouraged, should be replaced with a stronger word, such as prohibited, which would eliminate any potential ambiguity.

A second Planning Committee meeting to discuss the first draft of the Official Plan is to be held in Port Carling on Thursday, April 1, starting at 9:00 am and members of the public, who register before 9:00 am on Tuesday, March 30, will be able to able to make a brief statement on specific agenda items. Another meeting has been scheduled for Tuesday, April 6, and further meetings are anticipated.
