A Message from your President, Steve McEachen

Late locates continue to be an issue for our members with reports of locates that are over 40 calendar days late, and reports that 80% of locates are an average of 27 days late.

This ongoing problem is impacting on our ability to complete our work and fulfill our contractual obligations. NCHCA has met with Ontario One Call and Promark to better understand the issues and possible solutions.

We are in the process of reaching out to The Hon. Hussein Lalani, Director of Public Safety and Operations Policy Branch at the Ministry of Government and Consumer Services, responsible for the administration of the Ontario One Call System.

NCHCA Committee Updates 
NCHCA's VPM Committee encourages you to take a moment to complete this VPM Survey for Contractors 2021 as NCHCA prepares for a mid-year VPM meeting with the City of Ottawa. This is our opportunity to raise any concerns or issues, and to propose improvements to the system. 

NCHCA's Excess Soil Management Committee's June 2021 Bulletin is now available. It includes key information for generators of excess soil, including timelines and a checklist.    

NCHCA's Theft Prevention Committee would like to alert members to recent thefts of catalytic converters in the Ottawa area. Please email Kerri Albright at to report instances of theft on your jobsites.

NCHCA's Advocacy Committee is seeking members. Please contact Kathryn Sutherland at if you interested in contributing to NCHCA's advocacy activities.
Recruitment Committee Update

NCHCA undertook a multi-year recruitment project with funding from the Ministry of Labour, Training and Skills Development to address industry labour shortages in the Ottawa area. The project focuses on improving perception of our industry which will in turn result in the public perceiving a career in the heavy construction industry to be an attractive and sustainable career choice. 

Please consider contributing to the success of this project by providing your knowledge, input and suggestions to one of the following working groups:
  • Exploring ways to improve the working conditions in the industry
  • Expanding the current labour pool
  • Connecting with high school students and the school system
  • Supporting people to develop their careers at all levels of the industry

Congratulations to Andy Corbett and Cowan Ramsay of Aecon Construction Ontario East Ltd. winners of the April Safety Award.

Andy and Cowan, employees with Aecon Construction Ontario East Ltd., witnessed a pickup truck lose control and flip 3 times on Highway 416 during poor driving conditions. Both employees immediately pulled over to assist. While one contacted 911, the other approached the vehicle to assess the driver. The driver was unconscious at the time but regained conscious minutes later. Both employees stayed with the driver, keeping him calm, comfortable and in the vehicle until emergency services arrived. 

We applaud these workers for their quick reaction and kind act. These are the type of individuals that keep us proud. Congratulations! 

NCHCA Welcomes BG Excavating Limited
Based in our Nation's Capital, BG Excavating Limited is a heavy civil construction company servicing the residential, commercial and Industrial sectors for various public and private sector clients. We specialize in sewer and water infrastructure, land development, sub-surface drainage, demolition and pre-engineered structures. Our dynamic workforce posses a combined 50 years of industry experience, working on various infrastructure projects throughout Eastern Ontario and Western Quebec.

NCHCA / City Liaison
The next NCHCA / City Liaison meeting is Friday, July 16, 2021, at 8:00 am.
Liaison meetings provide an opportunity for NCHCA and the City of Ottawa to discuss general topics related to City of Ottawa construction projects, processes, and initiatives and to promote relationships and collaborative efforts between industry and the City of Ottawa. Reminder – City requirements that contractors have a HSMS in place
In January 2020, the City of Ottawa advised that it will phase in a requirement that an occupational health and safety management system, validated by an external third party, must be in place and adhered to by contractors that engage in City work. Read the Technical Bulletin 2020 OHSMS Communications Plan issued by the City of Ottawa.

Timelines for certification are:
•   January 1, 2023 – contracts over $10 million
•   January 1, 2025 – contracts over $1 million
•   January 1, 2026 – contracts and subcontracts over $100 thousand

In order that we can provide feedback to the City, please let us know whether:
•   your company is already certified in one of the three acceptable systems
•   if not, your company is on track to be certified in accordance with the City's timelines
•  your company will require additional time to become certified
