A Message from your President, Steve McEachen

Road Cut Permit Delays
Many of us are experiencing delays of up to 30-35 days to receive a road cut permit.

Representatives from the City's Right of Way Branch are appearing before the City's Transportation Committee on October 6, 2021, to request changes to the fees charged for Road Cut Permits (including Pavement Degradation Fees), Temporary Road Closures, as well as for Temporary Construction Encroachments.

As part of this request City staff are seeking approval from Council for additional staff to review and process Road Cut Permit Applications.

These recommendations by City staff come as part of the City’s second phase of the Road Activity By-law Review. For information on the review, including the proposed changes to fees, please visit the City's Road Activity By-Law Review webpage

In the interim,
NCHCA continues to engage with the City regarding measures being taken to reduce the backlog. City staff are temporarily redirecting resources from other areas to assist in processing Road Cut Permit applications.

NCHCA has registered a delegation to appear before the Transportation Committee at its October 6, 2021, meeting to support the recommended fee changes and additional staffing requests, and reinforce the message that timely issuance of road cut permits is critical to on-time delivery of construction projects in Ottawa.

If Council approves the recommended changes to the City's fees, as well as additional staff, the new fees will come into effect on January 1, 2022. Assuming all is approved, City staff will be working over November and December to hit the ground running in early January 2022.

Schedule of Prices within 24 Hours
If you are one of the three low bidders on a City of Ottawa tender, please ensure that you are providing the City with your Schedule of Prices within the required 24 hours. The City has advised us that they are experiencing issues receiving this information within the allotted timeframe and should it continue to be a problem they may remove this opportunity from their business process.

Construction Parade in support of CHEO & Roger Neilson House

NCHCA has partnered with OCA for a drive-by construction parade on Saturday, September 18, 2021 at 10:00am. We look forward to bringing smiles to the faces of children and their families in palliative care at CHEO and Roger Neilson House.

We are calling on our members to support this event by featuring their equipment in the parade and making a donation to CHEO. Please note that a donation is not required to participate in the parade.

To register your equipment and join the parade, please email Kathryn Sutherland at

A predetermined parade route has been planned to make it easy for equipment to drive through and for families to watch from the windows of the hospital, Rotel, Ronald McDonald House, Roger Neilson House, and from the sidewalks along Ring Road.

Please visit NCHCA's event page for more information including the predetermined parade route and how to make a donation.
