Roadcut Permit Delays
The City of Ottawa Right of Way Group has put forward a request for approval of 10 new full-time staff positions.
On November 1, 2021, I attended the City Transportation Committee meeting and confirmed industry's support of this request with the understanding that this would be sufficient to ensure timely processing of all permits including during peak construction times. I am also pleased to report that the backlog has been eliminated and road cut permits are now being issued within 10 days and within 24 to 48 hours for IS projects.

Late Locates Working Group
NCHCA is participating in an Ontario One Call working group to address challenges in the Ontario locate system. Meetings are taking place weekly from now to the end of December 2021. We will provide more information as it becomes available.

Excess Soil Committee - Webinar
NCHCA's Excess Soil Committee hosted a webinar on November 17, 2021 to discuss excess soil management in 2022. The webinar offered practical information and walked through through the lifecycle of a project identifying issues and concerns from three perspectives: municipal owner, private owner, contractor. Excess Soil - The Ministry of Environment, Conservation and Parks
The first part of O.Reg. 406/19 came into effect on January 1, 2021. Additional parts of the regulation are scheduled to come into effect on January 1, 2022. For more information visit: RPRA’s website and the excess soil webpage.

Presentation of Strategies and Solutions
Join us on December 2, 2021, when the four strategy working groups will report on the strategies and solutions developed at the workshops. Workshop participants will be sharing their work, the identified leverage points and the strategies to take advantage of these. We will seek feedback from the industry and indicate next steps for the project and how the industry can be involved.

Paid Duty Police Officers
Police may be required to direct traffic at signalized intersections, when those intersections are adversely affected by construction operations. At a minimum, police are required in the following scenarios:
- if there is a need to direct traffic within 30 m of a signalized intersection. Traffic Control Persons are not permitted to direct traffic within 30m of a signalized intersection.
- if any traffic signal display is visually obstructed by equipment or materials.
- where a lane re-alignment or lane use requires traffic to travel contrary to the existing pavement markings and/or signage.
