legislative update

Legislative Update from Interim Executive Director Peg Birk

"Artists are MUST HAVE, not nice to have. They are essential not peripheral", is a quote that a former colleague at the McKnight Foundation, Vickie Benson, has hanging in her office.

We are all doing our very best to respond to the proposed legislation and we are grateful to you, our alumni, partners, parents and friends for sharing with legislators the powerful Perpich story and its importance both in Minnesota and nationally as a leader in arts education.

It is highly unlikely that we will know the outcome of the Perpich-related legislation before the very last day of the legislative session, May 22.

For those of you who like more detail on the legislative process, we have two new bills to add to the list: HF 2429, conveying Crosswinds to the St. Paul Public Schools and instead of abolishing the Perpich Center, giving us time to report back to the legislature by January, 2019. The second bill is SF 2129 that would repeal Perpich's authority to operate Crosswinds and directing the commissioner of administration to sell Crosswinds beginning in July, 2018.

We had one legislative hearing this week before the Education Finance Committee. Ahava and Chair Vander Kooi testified as did Mary Schaefle, ED of Minnesota Music Educators Association, and Chad Schmidt, President of the State Residential Schools Education Association.
In spite of the excellent testimony and an amendment offered by DFL Rep. Paul Thissen to allow Perpich time to respond to the audits, the amendment was voted down along party lines. This means that the bill is now on its way to be a part of the K-12 Omnibus bill.

Senate hearings have yet to be scheduled. The deadline for bills to be heard by Senate Committees is March 30. Regardless of Senate hearings, the House omnibus bill will then go to a conference committee where the House and Senate will work out their differences before a vote is taken. The final destination will be the Governor's office.

Our partners are doing a great job of advocating for Perpich through emails, letters and phone calls.

"It ain't over 'til it's over" and we are doing our best to provide legislators with the information and data they need to make informed decisions along the winding road of the legislative process.

If you have questions, please continue to reach out and thank you to all who participated in the organizational survey.

A recent study found that artists in Minnesota volunteer at a rate of 88% (the state average is 35%). One of Perpich's own, Duncan Macklem-Johnson, a music senior organized a benefit concert to support the nonprofit organization Avenues for Homeless Youth Saturday, March 18th at Art House North in St. Paul. The show featured local bands. Duncan was also featured in an article in artTalk, a publication of Friends of the Arts in St. Louis Park.

graduation reminder

Parents of seniors: An informational graduation mailing was mailed home today to all families of graduates including a graduation ticket order form. Please return the graduation ticket order form no later than April 14. Be sure to check the spelling of your students name in the upper right corner of the order form. This will be how your students name is displayed on their diploma.

We recognize that students go by names that do not align with their birth names. Though students’ birth names must be recognized on their diplomas (due to legal documentation reasons), we strongly believe that we need to respect their identities verbally. We also recognize that we must respect the guardians of these students. There is a Name Request form for graduation that is available to parents. With your permission, we will announce your student’s name that they identify with at the ceremony once you complete this form. Please notify
Marla Riemer if you would like this form or if you have any questions regarding graduation.
