The Pulaski Elston Business Association (PEBA) is currently looking for feedback on the potential creation of a Special Service Area  (SSA) in our community.

Special Service Areas, known as Business Improvement Districts or BIDs in other cities, are local tax districts that fund expanded services and programs through a localized property tax levy within contiguous areas. The enhanced services and programs are in addition to those currently provided through the City.

SSA-funded projects typically include but are not limited to: public way maintenance and beautification; district marketing and advertising; business retention/attraction, special events and promotional activities; auto and bike transit; security; façade improvements; and other commercial and economic development initiatives.

The City contracts with local non-profits, called Service Providers, to manage SSAs. Mayorally-appointed SSA Commissioners for each SSA district oversee and recommend the annual services, budget and Service Provider Agency to the City. There are currently 53 active SSAs in Chicago.


 

 The Chicago City Council passed an important piece of legislation expanding regulatory relief for businesses that continue to be impacted by COVID-19. This ordinance extends a number of different measures, outlined below, that were implemented this year in order to support businesses during the ongoing COVID-19 pandemic

 

Under this new ordinance, the following relief measures are now in place:

·     Extension of License Expiration Dates: All licenses that expire between March 15, 2020 and June 15, 2021 will be considered active until July 15, 2021 and those businesses can operate during that time without renewing their license.

·     Extension of Sidewalk Café Permit Expiration Date and Extension of Reforms: All current Sidewalk Café Permits will be considered active through May 31, 2021 and businesses with a Sidewalk Café Permit can operate their current Sidewalk Cafes until that date without renewing. Additionally, all Sidewalk Café Permits issued for the 2021 season will benefit from the temporary reforms implemented earlier this year: permit fee reduction of 75%, the ability to extend in front of neighboring property, and an expedited permit issuance process.

·     Extension of Expanded Outdoor Dining Program: The Expanded Outdoor Dining Program, through which bars and restaurants can operate outside on private property or closed streets, has been extended to last through the end of 2021. Businesses that are interested in extending their permit past the end of 2020 must submit a request including the DOT number of their Permit and submit insurance covering the extended dates. Additionally, businesses that are operating their Expanded Outdoor Dining area during winter months need to submit an updated permit plan that includes any winterization plans and equipment.

Irving Park Community Food Pantry at 4256 North Ridgeway Avenue provides food to those in need in the 60641 and 60618 ZIP codes. It has been in operation for 37 years and is committed to its mission of neighbors helping neighbors. The Pantry is open on Wednesdays from 9am-12pm and on the second Tuesday of each month from 6pm-7pm.

 In addition to a 3-5 day food supply, pets owners can receive pet supplies through the Pantry’s Pet Food Corner. Special Pantry distributions include Easter baskets, school supplies, winter coats, toiletries and holiday food and toy distributions.

You also can donate to the program at www.irvingparkfoodpantry.org. To donate toiletries in person, visit the Pantry on Mondays or Tuesdays from 10am-12pm or drop off at the Pantry’s partner organization, Big Helpers at 4184 North Elston on Monday through Friday from 10am-5pm.
