COVID-19 Special Update

Dear Colleagues,

As the world continues to struggle in the face of the COIVD-19 pandemic, we are pleased to share with you another update on how the Child Protection AoR and its members are addressing child protection issues in this challenging environment. 

This latest update includes the launch of a Child Protection COVID-19 Community of Practice, an introduction to how the Child Protection AoR and the Global Education Cluster have been working in partnership to enable children’s safe return to school, some key work in supporting local partners and furthering our localisation strategy as well as the latest statistics from our multi-language Help Desks. 1.   Launch of the Child Protection COVID-19 Community of Practice
Child Protection practitioners face numerous challenges in adapting and adjusting child protection coordination and programming due to the COVID-19 pandemic.  To help meet this demand for support and guidance, the Child Protection Area of Responsibility (CP AoR) in partnership with the Alliance for Child Protection in Humanitarian Action have launched a new community of practice: Child Protection & COVID-19 Forum.

This forum is open to child protection practitioners in countries affected by COVID-19 and we hope it will provide an interactive space for CP actors to share good practices, lessons learned, resources, and questions related to the protection of children amidst the COVID-19 pandemic.

2.   Analysis of COVID-19 Help Desk Support

During the COVID-19 pandemic, the Child Protection AoR multi-language Help Desks continue to provide extensive support to coordination groups, UN agencies, INGOs and local CP practitioners. Figures from the latest help desk analysis show that the team has responded to 183 COVID-19 related requests in the last two months.  A breakdown by language/region demonstrates that the need for support is spread across all four language desks, underlining the global nature of the pandemic. 
The Arabic Help Desk covers the Middle East and North Africa region; the French Help Desk covers West and Central Africa along with other francophone countries, and the Spanish Help Desk  covers Latin America and the Caribbean. A Global Help Desk provides support to these three decentralized help desks and also covers East Asia and the Pacific, Eastern and Southern Africa, Europe and Central Asia, and South Asia along with requests from global-level colleagues. In total, 46 Child Protection Coordination Groups/contexts are supported. To learn more about request trends, contact the CP AoR Global Help Desk at cp-aor@unicef.org.

3.  Supporting the safe return of children to school


Worldwide, over one billion learners are out of school due to the COVID-19 pandemic.  School closures are having multiple negative impacts on children’s protection, well- being and learning.  While in some country’s schools are slowly reopening, there is a critical need to address the risks and violations children might have experienced during periods of lockdown.  To achieve this, strong coordination between the education and child protection sectors is required.  
With the primary focus on enabling the safe return of children to schools, the Child Protection AoR and Global Education Cluster have developed a checklist proposing key actions for incorporating child protection considerations prior to, during and after the reopening of schools.   These actions will help to ensure that schools provide a safe and protective learning environment; that children are supported to return to education and that schools address the issues triggered by the COVID-19 pandemic.

4.  Delivering on the Grand Bargain: Supporting local NGOs to assume leadership roles


A key objective for the Child Protection AoR 2020-24 strategy is the promotion of local leadership in Child Protection Coordination Groups (CPCGs), helping to ensure that local organizations have access to decision making and prioritization processes. The CP AoR and Save the Children are supporting the CPCG in South Sudan to strengthen the capacities of local NGOs for possible co-leadership roles within the child protection coordination mechanisms at the sub-national level.
Save the Children completed a capacity assessment for the staff of local NGOs who have been identified by the CPCG as having the potential to co-lead child protection coordination. Save the Children is now developing materials for online trainings to address the capacity gaps identified. These efforts are geared at accelerating localization and increasing the participation of local actors in support of the COVID-19 response. Further information on how the CP AoR is working to support Localisation can be found in this brief.

5.  Updated Child Protection Needs Identification and Analysis Framework (NIAF) for COIVD-19

An updated version of the Needs Identification and Analysis Framework (NIAF) which contains detailed guidance for Child Protection Coordination Groups (CPCG) is now available here.

The CP NIAF COVID-19 is a Global Child Protection AoR guidance produced on behalf of the Global Protection Cluster to identify general and child protection specific context-based overarching indicators that support the adjustment of the child protection response to the changes caused by COVID-19 pandemic and consequent measures.
